The main purpose of speed cameras is to improve road safety, to make drivers comply with the rules through fear – if you get caught speeding, you will be fined. The Swedish capital, Stockholm, has come up with an innovative idea not only to punish road pirates, but also to reward those who drive in accordance with the law. In this case, the incentive for compliance is not a potential high fine, but a cash prize. Where to get the money from? It’s simple, with a pool of money from fines paid by road pirates!
How does this system work? A speed camera set in the city centre, with a speed limit of 30km/h, photographed all vehicles passing within its range, regardless of whether the speed was exceeded or not. The device is also equipped with a signal that immediately informed the driver about his speed – a thumb raised upwards means driving in accordance with the regulations, a thumb pointed downwards announces that the driver should start worrying.
The last, most important stage is to punish road pirates with a standard ticket and to notify people driving in accordance with the regulations on their participation in the lottery, in which you can win a certain amount of money (one lucky motorcyclist received a cheque for 20,000 crowns – about 9,000 USD).
The originator of such a solution is Kevin Richardson, who lives in Francisco every day. In front of his eyes, the car hit three children while riding a bicycle. This prompted him to think about whether it was possible to mobilise drivers to release their vehicles using methods other than a fine. That’s how he came up with the “Speed camera lottery”.
