Over EUR 370 million for business and city development

The use of research activities for market needs, support for innovation of micro, small and medium enterprises, application of information and communication technologies in public space and transition to a low-carbon economy are the areas in which 370.4 million euro has been planned in next year’s competitions in. The funds will be available mainly to entrepreneurs, scientists and local government officials.
Development of innovation and entrepreneurship
Entrepreneurs will receive EU support for the implementation of research and development projects, creation and development of company R&D areas (e.g. purchase of equipment and technologies), support for the initial phase of development, vouchers for consulting and internationalisation of activities. Not only individual enterprises, but also cooperative relations (e.g. clusters) will be able to apply for co-financing. The scientific sector will obtain funds for the development of research facilities. Local governments will apply for funds to prepare investment areas.
This will increase their potential to attract investors. The pool of business development competitions planned for the first quarter of 2016 will amount to EUR 172.4 million.
The first quarter will see the launch of a competition concerning the implementation of research and development projects by entrepreneurs with experience in this area. Subsequent calls planned for the second quarter will be addressed, among others, to local governments from the city and the surrounding area (as part of Integrated Territorial Investments). The competition will focus on organizing and preparing investment areas in order to give them new economic functions. In the next quarter the recruitment for projects concerning support, running and development of enterprises will be launched – by giving vouchers for consultancy and for assistance in the initial phase of enterprises’ development (by IOB – pre-incubation, incubation). The end of the year is the time to apply for funds for projects in the field of internationalisation of companies and changes in the business model. The funds will be available, among others, for the internationalisation of enterprises by increasing the export of goods and services.

In the second and third quarter of 2016, calls for applications for co-financing of projects in the area of electronic services will be announced (Measure 2.1 E-Services). A competition for local governments from outside the city (within the Regional Territorial Investments) will be organized for projects in the field of computerization of health care, with particular emphasis on the implementation of electronic medical documentation and provision of on-line services, such as e.g. registration of visits, electronic referral, electronic prescription or electronic access to medical documentation. The universities will apply for funds to use information and communication technologies to support educational processes. Next year, 38 million euros are planned for competitions in the field of e-services.
Transition to a low-carbon economy
159.9 million in next year’s competitions have been allocated for adaptation to climate change. In this area, projects will be co-financed which include, among others, complex projects including the construction of P+R transfer centres, bicycle paths, purchase of low-emission buses, expansion of Intelligent Transport Systems and modernization of street lighting. EU support will also be provided for the development of infrastructure for selective waste management. Particularly important in this respect will be the construction and modernisation of Points of Selective Collection of Municipal Waste. There will also be funds for thermal modernization of public utility buildings, construction and modernization of energy network.

OPO IN 2014-2020
For the years 2014-2020 is guaranteed over USD 8 billion (EUR 2.08 billion) of EU support, directed mainly to business, administration and the scientific sector. In 2016, 47 competitions for the total amount of USD 2.3 billion (EUR 543.5 million) will be announced. Then Unit for Implementation of EU Programmes is responsible for spending the funds from the Regional Operational Programme.
